Who Owns the Forging Die?
Tooling ownership is settled by the purchase order, and buyers routinely discover at the worst moment that theirs did not settle it. The time to agree these terms is before the die is cut.
A forging die belongs to whoever paid for it, but ownership, storage, maintenance and right of possession should be stated explicitly on the purchase order. Dies are built for specific equipment, so transferring one to another supplier may require modification or may not be practical.

Paid For Means Owned
If you paid the die cost, the die is your property. Get that stated on the purchase order, along with the supplier's obligation to store and maintain it, and your right to take possession on request. Verbal understanding is worth nothing when a relationship sours.

Storage, Maintenance and Wear
Dies wear and eventually need re-sinking. Agree who pays: normally the supplier absorbs maintenance within a piece-count, with re-sinking beyond that chargeable. Ambiguity here produces an argument precisely when you need parts urgently.
Transferring Tooling
A die is designed for specific equipment — a particular press or hammer with its own shut height and mounting. Transferring it to another supplier may require modification or may simply not work. Buyers assume portability more often than it exists.
