Normalising vs Annealing
Both soften steel and relieve forging stresses, and the only process difference is cooling rate. That single variable produces meaningfully different grain structure, hardness and machining behaviour.
Annealing and normalising both heat steel above its critical temperature; annealing then cools slowly in the furnace for maximum softness, while normalising cools in still air for finer, more uniform grain at 200–255 BHN. Normalising is the usual choice before machining a forging.

Cooling Rate Is the Whole Difference
Both heat above the critical temperature. Annealing then cools slowly in the furnace, producing the softest possible structure with coarse pearlite. Normalising cools in still air, giving finer pearlite, higher hardness and more uniform grain.

Which One Before Machining
Normalising is the usual default: it evens out the variable cooling a forging experienced across its section and leaves hardness in the 200–255 BHN range, which most machining prefers. Full annealing is reserved for high carbon or alloy grades that would otherwise be too hard to machine at all.
Effect on Later Heat Treatment
Normalising produces a consistent starting structure, which makes subsequent hardening more predictable. A part hardened directly from an as-forged structure with mixed grain size responds unevenly, and that unevenness shows up as hardness scatter across a batch.
